The speed indicators the police put out are not completely accurate. The radar they use is accurate to plus or minus 5mph. The time method is accurate so long as the mile markers are exactly one mile apart. You can check that by doing it on multiple markers.

You are driving a differant car than you were before. It is possible that the speedometer in one or both cars is not accurate. If you can get access to a stop watch, put the speedometer on exactly 60 mph, start the watch when you pass a mile marker, and stop it when you pass the next one.

The formula for turning your time into mph.

     D = distance in feet
     T = time in seconds
     S = speed in miles per hour

     S = (D/5280)/(T/3600)
     5280 feet = 1 mile
     3600 seconds = 1 hour
For your application "S = 1/(T/3600)".

If your time is not 60 seconds, then run the time through that fromula to see how fast you were really going. That will give you a really good idea how far off your speedometer is, if it is off.
